But there's something tricky written in the rules:

People plan their time around the opening and registration deadlines, hoping to participate in the tournament while they have the time. The most interesting thing is that if someone can't play within the set timeframe, they are penalized for not having the time or not wanting to play. In my opinion, the same thing is happening here.
