Found some interesting information on how to semi-automatically generate random creatures on the map, including those found in NCF:
"
1) Download the Slovogryz utility from
http://narod.ru/disk/39162318001/Slovogryz.zip.html [any editor that can replace one line with another will do, but this description provides (if I may say so) syntactic elements specific to this program].
2) Temporarily move the NCF__Core.pak and NCF_Creature.pak files from the data folder to another location [I thought this step was pointless, so I didn't remove them from the folder – everything worked perfectly with them in place].
3) Run the map editor from the H5_MapEditor.exe folder (the original editor, not H5_MapEditor.NCF.exe). [You can also generate the map in the game, but then you really need to remove the NCF core].
4) In the generator, select Tools - Create Random Map.
5) A window with the map generator parameters will appear – set the name and desired map parameters.
6) Generate the map.
7) Return the NCF__Core.pak and NCF_Creature.pak files back to the data folder [I thought this step was pointless, so I didn't remove them from the folder – everything worked perfectly with them in place].
8) Find the generated map in the maps folder and open it with WinRAR [this is also a bit strange, as any archiver will do].
9) Essentially, the map is an archive, so you need to find the map.xdb file in it and extract it somewhere, and then delete it from the archive (but don't close the archive yet).
10) Run Slovogryz and drag the map.xdb file into the program window.
11) In the Search Mask field, enter:

12) In the Replacement Mask field, enter:
\n\t\t\t\tfalse\n\t\t\t\t0
13) Click the "Replace" button.
14) Put the modified map.xdb file back into the archive (Slovogryz will also create a map.xd_ file – this is a backup, and you can delete it if you want).
15) Run the game through ...\bin\H5_Game.NCF.exe, find the generated map in the list of scenarios (if it doesn't appear, check the box for multiplayer maps).
!! Now, I'll explain why all these steps were necessary. First, the map generator cannot work with the NCF platform, so I had to hide the main NCF files during map generation. We used Slovogryz to replace the monsters on the maps with random ones, because the generator cannot distribute random monsters, only predefined ones. After this replacement, each new launch of the map will place random monsters on it, which increases replayability, but most importantly, these monsters will include new neutral creatures."
I'm too lazy to figure it out, but I think you could slightly modify the script so that there are creatures of a certain level.

This is only characteristic of maps created by the standard generator. If anyone is interested, please take a look at what line to change in the IRMG maps. I think many people would be interested in playing on IRMG+NCF(+NHF) maps
