I want to suggest loosening the restrictions on elementals a bit.
For starters, at least allow starting with any hero/upgrading Pixies/upgrading Psychs. You can introduce all these changes to the rules at once or in parts.
For testing, I suggest implementing these changes in the rules on the Jebus template for testing, as it is on Jebus that Conflux doesn't seem as overpowered as it is considered to be in competitive games on other templates.
