It's not mentioned in the documents or in the games.

You can access the game's settings and save folder, for example, by entering the following string in the "Run" dialog (through the Start menu - Run or by pressing Win+R): %userprofile%\My Documents\My Games\ (the path further depends on the game).
The folder should be created when the game is launched or installed. If the folder and the .cfg configuration files are missing, the game cannot create or access them. In this case, the problem might be with the user profile. You can try running the game's executable file with a right-click - "Run as administrator," or rename the user (to a shorter name, using Latin characters) or create a new user account and check the behavior there.

It's not in the documents folder under "games"; I've already searched for it. I created a new user account a while ago, but that didn't help either.

you can also investigate the cause of the error by examining the system log. Control Panel > Administration > Event Viewer > Application. Look for the h5_game.exe application or entries around its startup time, and examine the error message.

This is not straightforward for everyone, except for Microsoft, but logging in with an administrator profile does not necessarily mean that applications are running as administrator. You need to go to the shortcut properties and check the corresponding box. Or right-click on the shortcut and select "Run as administrator."

I copied the first one from the administrator profile, and the second one from the regular profile

Based on EventID codes 1000 and 1001, it's still difficult to determine the cause of the error, as there can be many reasons (ranging from a virus to system errors, registry issues, or missing system DLLs).
The fact that the game folder in Documents and the .cfg file are not created doesn't necessarily indicate a permissions issue; it's possible that the process doesn't even reach that point and crashes earlier. =)
Has DirectX been updated recently, using the web installer at dxwebsetup?
Also, install vc2005sp1.
And one more question: do any other games work at all? It would be easier to diagnose if only Heroes 5 is crashing.

So, I installed The Microsoft Visual C++ 2005 SP1 Redistributable Package (x86) - the game still doesn't launch.

Did the installed "Tribes of the East" also crash after patch 3.1 was applied? This would help rule out disk check errors. I don't remember if the disk check was removed in version 1.6... it seems like it was kept, judging by the fact that there's a fix that removes it, which is the first result in the search. It might be worth trying that.
You could also investigate setting some parameters through autoexec in the profiles folder, for example, setting windowed mode by adding the following line at the end:
setvar gfx_fullscreen = 0
Temporarily disable sound in the game, move/rename the video folder with the cutscenes to check if they are playing at startup.

if the hardware hasn't changed and the game used to run fine on the same configuration, the issue might be with the updated system. It could be a driver problem. What version of the video card driver are you using? Try installing an older version, one or two years old, but not older than 2009, if you're using Windows 7.
