The structure of this tournament and the rules for forming pairings for each round did not allow for the exclusion of repeated matches.

The issue is that we need to change the format of the tournaments somehow. Otherwise, technical losses are inevitable – people simply stop playing in the final third. For example, in my opinion, the group stage should be much faster (shorter in time). This is where the players who frequently forfeit will be eliminated. And then, for example, a Swiss-system tournament. This is just one option.
Alternatively, an additional point could be awarded if the game is finished within the allotted time for the round.

I think there will be players who had more than 3 technical losses in their series. Moreover, most of the technical losses occur at the end, not at the beginning of the tournament.
