Army variance is a very specific argument; for example, the same-level range of shooters for Valeska at 111 is from 13 archers to 44 marksmen—feel the difference.
And your argument about compensating for a weak army with a "great" layout is just another troll's trick. Or will you provide statistics?

Secondly, writing new rules each time when a new tournament is opened is not a simple task; those who have written the rules know this very well. Why should the organizer bother and spend hours looking for the right wording when everything is already available?
Thirdly, the organizer is interested in the number of participants, so the rules should be more or less familiar to most players. How can we attract new players from the season? Precisely by the fact that they already know at least something. New things scare many people.
That is, we need to be aware that in many tournaments, we will have to play with one restart on 112. We might as well flip a coin right away; why waste time?
I, perhaps, will remember the wording about restarts "in total 3"; I have everything archived. But I'm not ready to promise now that in the tournaments organized by me, the wording regarding restarts will be different from the season.

So many people are confused that we can relaunch the poll after such a detailed explanation by experienced players, and not based on personal experience of spending 2 hours on restarts, and in the end, it's not difficult to agree with the opponent on a game, even with 111 restarts.
