In my opinion, we should just remove the phrase about "not allowed." Leave only that if the level is higher than 7, then don't fight.

What can you do if a warrior hero picks up the Pandora's Box artifact and levels up? Or if someone attacks the warrior with troops, and he wins and levels up? You can't just kill him for that. :D

Maybe he fought someone else to get that Pandora). What's the point of playing as a mage then? It would be better to prohibit leveling up a warrior above level 7, unless he's attacked by a computer-controlled enemy or an opponent.
It would also be good to prohibit capturing mines, external dwellings, and empty towns.

If Tazar is level 20, he can easily take a Utopia, but how can you say that he took it with a Mage and how can you prove it?! My option eliminates such an initiative.

In Heroes, people generally play relying on the opponent's honesty. What you described is much easier to check than map hacking or, for a simpler example, a rush with red units on a small map.

Well, try leveling Tazar illegally even up to lvl 10. They'll be caught instantly. The problem is sucked out of a finger imho.
