Why should this be banned? There's no harm, so there shouldn't be a ban.
I'm surprised how much people like to fantasize. Does anyone really have the brains to fill Tazar with Pandora items and artifacts so that he just walks around and waits for someone to attack him? :D

Yeah, two damage dealers, sit in an empty town, and are happy) I mean, your rules imply "control" over the opponent so that he doesn't break through strong guards with the same Tazar! If Tazar is level 20, he can easily take a Utopia, but how can you say that he took it with a Mage and how can you prove it?! My option eliminates such an initiative.
