Why should this be banned? There is no fight, so there can be no ban.
I'm amazed at how people love to fantasize. Would anyone actually be smart enough to pack Tazar with pandoras and artifacts just to simply move him around and wait for someone to attack? :D
Well yeah, two DDs, settle into an empty town, and you're happy) my point is that your rules imply "control" over the opponent so that they don't break through strong guards with Tazar himself! Since Tazar is lvl 20, he could easily take the Dragon Utopia, but how do you say he took it as a mage and how do you prove it?! My version excludes such initiative.
