Actually, the opposite is true: you have fewer resources, but the computer players have more. And the computer is slow no matter what percentage you choose.
That's why I said that there isn't much difference between levels 3-5, because the AI plays the same, and resources on a large map aren't that important...

No, you didn't understand :) The percentages do not determine the difficulty level, but rather the strength of the computer's play—meaning 100% is when the AI plays at the limit of its capabilities. But I will adjust my post to make it clearer.
