Yes they can be edited. May be they are not saved on first place? Sometimes the game does not have enough permissions to write files and the created maps are not saved.

Using additional mods works the same way as in normal ToE. What you need to make sure of is that the secondary mod files inside the .pak archive have a later modified date than the 5.5 ones.
