This is exactly how it is stated in the FAQ in relation to your own heroes – otherwise, I, for example, could not interpret this point. This is the "default" condition. If the rules of the current tournament require prohibiting the resurrection of an enemy hero (which is quite reasonable, as it is left to the discretion of the organizer), then the prohibition must be explicitly stated – "Resurrecting defeated (or fled) enemy heroes is prohibited".
Formally, there was no prohibition at the start of the tournament.
