If a Sith surrounds himself with a storm and uses a spell on an enemy located on an "ineffective" cell, will the spell also fail, or only the roll against it?

Lorikana cut him down like an insignificant cur, even though he was technically the only one on the third side in the fight.
And what's that supposed to mean — hitting both factions, whoever he could reach, to knock some sense into them? I didn't read the battle itself at all.
