Regarding the tournament format: my first thought was to have a group stage followed by a playoff, but I'm not sure. I don't want to make the groups too large (there's an option to have three participants in 4 groups, from which two teams advance, but that's a bit absurd). The most optimal option is when everyone plays everyone, but it's more boring.
