In itself, yes. The way strength is intertwined with other stats (and endurance is intertwined with other stats) is a different problem, in my opinion. But in themselves, they are clearly not equivalent, that's all.

So the stats should be balanced taking into account the system.

I just think that it is much, much easier to balance the system based on stats than the other way around. Although, perhaps it's the other way around, who knows, it's probably not such a fundamental point.
