Those who use it are well aware of what they're doing, assess the risks, and generally don't use it if there are more suitable options. Killing a role with probabilistic protection happens either out of complete desperation (with 50% or higher chances), out of ignorance of the role, or with the calculation "Well, there's not much protection anyway, we'll definitely break through!" (20-33% chances). In the first case, a glimmer of hope suddenly doesn't help; in the second, it leads to "Oh, what's this? There's protection here! And it's unclear whether we'll break through it on the second try or not! And we might not break through on the third try either, ugh!", and in the third case... Do I need to say that 20% protection isn't always broken?
