Yes, it seems like a cheat, but in a prolonged battle, all players using Dungeon (if they are sensible players) will have a teleport, so everything is fair.

That's why it's considered a cheat, a Dungeon cheat, but it's only fair for them. Everyone else either doesn't have a teleport at all, or it doesn't provide as much benefit. But there are ways to counter individual infiltrators.
