I suggest introducing restrictions for Necropolis after all!
Having some experience in the game, I can assure you all that Galtran (freely selectable, as it is not prohibited), after building the "Necromancy Amplifier" (which is also not prohibited!) and upgrading vampires in the second week (which is also not prohibited by the rules!!), becomes practically invincible in the hands of a reasonably intelligent player! You don't even need to build Cavaliers; it's enough to place Vampires with the castle on the first week, upgrade them on the second, and you conquer everything! Almost everything can be overcome! Insane accumulation of experience and skeletons! By the end of the third week, Galtran has at least 800 skeletons, level 14-16, and confidently takes any Utopia, etc.! (you don't have to go far! I myself took a tier 3 Utopia on the third week with level 22 Vampires (I had a hidden advantage) and 530 skeletons with almost no losses! (of course, with "Raise Dead"). Who can stand against such a monster??? It's NOT FUN!
In principle, I agree with this. I haven't played much as Necromancer in random games - no one lets you play as them)). I just can't imagine Necromancers without Vampire Lords. I think that we will soon return to this issue and ban this damned Amplifier. Oh... goodbye, little vampires:o
I suggest returning to this issue. Yesterday, I lost against Necromancer playing as Humans, and it turned out that I was facing them with an army of Conflux. I naturally didn't upgrade Psychos and Birds, as it became prohibited. And I was very surprised that the opponent brought >1000 skeletons with upgraded Vampires. So, Conflux was nerfed, but Necromancer was forgotten? I don't want to sow doubts that I lost unfairly, but let's restore the balance of power and ban this Amplifier. Necromancers already have Galtran, and it is not prohibited to choose him as a starting hero.

If someone is wearing "War Chains," you need to load the last save, repeat all the moves exactly as they were made before this battle, disband the troops that were killed during this battle. Then the attacker must attack and retreat/bribe.
This sequence of actions is missing an important step; guess what it is :-D
