Since the organizers of the venues were expecting confirmation or rejection of the booking, and a 10-day delay in such cases is often critical.
I've always believed that if you vote, it means you've accepted the rules of the vote (especially since they were transparent and the vote was open for a week). But some dissatisfied individuals decided otherwise, and then the "strange games" began.

What matters, if we are talking specifically about sportsmanship, is only the current level of play. Therefore, if the players from 2004 want to, they can come and show their level of play. Or see that the next generation of players plays just as well (or even better). But demanding some special privileges for themselves... we're not in the Soviet Union...

I'm not a long-time member of this forum, but I agree that a democratic approach to deciding on a city for the CIS event is not suitable.
It's just a circus, with personal attacks, a lack of specifics, and little substance.
We need a forum organizing committee, composed of authoritative, respected people who strive to be objective and impartial, with the goal of ensuring a quorum of players from the CIS region, with comfortable accommodation and leisure activities.
The audience should be informed of the decision that has been made. They will be for or against it, but there aren't that many fans, but there are enough.
And there should be accountability for those who vote: if you vote for a city, you go there; otherwise, you're just talking. (Unless you get sick or die).
Those who submitted proposals did a good job, and the organizing committee, after identifying the pros and cons of each proposal, made a decision.
