I think I already wrote that I'm all for the CIS in the Moscow region. And geographically, the Moscow region could gather a historical maximum of participants. But only with a well-coordinated organizing team where functions and tasks are clearly defined: because one organizer won't be enough for a Moscow region championship. When an application hangs for almost a week without specifics—that's sloppy work. When people ask the organizer questions and those questions remain unanswered—that's sloppy work. That's why I proposed something constructive—to make the Moscow region next year through combined efforts, providing options for bases.
