Congratulations to VLG on their victory! They skillfully managed resources during the discussions.
As with everything else, if you don't try to build a system of cooperation, it will lead to an increase in so-called transitional management costs – voting systems, legitimacy calculations, regulations, etc., which is what we are seeing in our economy, and now on the forum. If before you could get by with 1 "piece of paper," now you need 5-10 regulations and more. At the micro level, this usually means an increase in bureaucracy, aging, and stagnation of the organization.
In my opinion, the interests of a specific, narrow group of interested parties influenced the development of our situation; they pursued their agenda too zealously, without providing opportunities for agreement or alternatives.
Personally, it will be difficult for me to justify the budget for a trip to VLG to my family; it's easier to go on vacation. But I will try – it's been a while since I attended a CIS Heroes 3 event.
I hope the CIS 2018 elections will be more... legitimate.

The problem before was the limited time of the championships, but if there's a week, that's enough for a full-fledged championship.
Who voted for Volgograd from the old players? Besides Kirill, I know Napalm and Mizrael, both of whom have been to my tournaments in Michurinsk many times. I came to one conclusion for myself (I think I'm not the only one who thinks so) Merlin is such an unpleasant person.
