I would never have said that this phrase means "No" (especially its first part), but Artem knows best what he meant to say with it.
I'm almost certain that if the decision had been the opposite, "Anshlag" would have caused a Hellgate. That's just the way it is in AK: no matter the outcome, you'll be blamed.

I am one of the organizers and judges of the tournament, and the fact that you bypassed the regulations and appealed to the Arbitration Committee (AK) does not deprive me of the right to express my opinion. If this is not the case, let the AK correct me, but not you.
