Because nitpicking about the number of votes after a decision has been made is just empty sophistry, and Mr. Toganash is generally above all praise; he writes about not taking his words out of context, and then immediately takes the phrase:

Perhaps in Cheboksary, it is customary to operate in this way in texts that are not written with much thought, but please, don't amuse the people anymore.
