I once suggested introducing some kind of "minimum threshold for polls," say 33% (this is negotiable). For example, you come up with an idea that seems good to you and decide to create a poll. But it turns out that your idea isn't as great as you thought, and the forum doesn't support it, and you don't get the desired 33% of the votes. In this case, it's no longer a poll, but rather spam, and there should be some kind of penalty for spam (also negotiable). This way, we can rid the forum of unnecessary polls, and anyone who decides to create them will first ask people in ICQ/private messages whether they even need them.
I conduct this poll in an exemplary manner: first, I created a topic for discussion, presented a list of questions, waited for everyone who wanted to express their opinion, discarded irrelevant questions (on which there was a unanimous opinion), and then put the rest to a vote. In my opinion, all such votes should be conducted in this way.
And, judging by the distribution of votes, I guessed right; there is a significant spread of votes on all points.
