I once suggested introducing a kind of "minimum approval rating" for polls, say 33% (this is negotiable). For example, you propose an idea that you think is good and decide to create a poll, but it turns out that your idea isn't as great as you thought, and the forum doesn't support it, and you don't reach the desired 33% of votes. In this case, it's no longer a poll but rather spam, and spam should be punished in some way (also negotiable). This way, we can rid the forum of unnecessary polls, and those who still decide to create them will first ask people in ICQ/private messages whether it's even needed.
