INITIALLY, the island was planned as a platform for players' independent actions, where NPCs would play a minor role. While the city of histeons was planned to be exactly the opposite. Why? Second, I decided that players would enjoy having a more significant impact on the plot in the city, and then having an even greater impact directly on the island.
