I don't really want to choose the first option, even though it promises a good economy. The second option is probably not bad from an environmental point of view, but it might harm the economy. The third option seems good, but not for the environment. If it significantly damages the environment, it might slightly spoil the image of the country that I had in mind.

Shaman, I had this issue. I chose the third option, and my ecology dropped significantly, tourism increased greatly, but the economy didn't improve at all. Perhaps the first option would be better.

Rats symbolize my faction's adaptability and ability to adjust to changing external conditions. In any case, it's better than cockroaches as a national animal ;).
