This guy is from a comic I've seen a couple of times. But he doesn't seem to be a major villain.

He is chaotically evil, but a member of the protagonist's party. However, in later chapters, he becomes somewhat more positive. But the plot is a mess, and the comic is now held together solely by Richard.
