Well, it's quite ordinary. Firstly, there simply aren't any conditions or opportunities for this, and secondly, no one can guarantee that you won't be visited by some rather unpleasant people in a dark alley for conflicts against the authorities. That is, there aren't any laws as such, but there are things that you'd better not do for your own safety.
