First, the team selection starts not with a draw, but with a vote for the captains, and each vote determines who will be in what position based on the results of the vote. And when this vote is over, it's silly to talk about who is choosing from which tier (I won't explain why I'm against tiers, I don't think you'll understand). Why vote if, after looking at the vote, everything is replayed "according to convenience":confused:
Secondly, if the 2nd tier currently has approximately equal players from first to last, then in the 3rd tier, in the opinion of many, the bottom is weaker than the top. This means that the strongest captains, having chosen, in their opinion, strong players from the 2nd tier, will still get practically equal players as opponents for their chosen ones, but in the 3rd tier, they will already be getting players from the bottom of the 3rd tier, and the bottom, as many write, is weaker. This means that the leading captains lose a little in the draw, which makes it possible to balance the overall compositions.

That's exactly why I didn't apply for the tournament. I would gladly play in the first and especially the second bracket, but there's a risk of becoming a captain... So you'll have to work hard, Sticky, like a slave :D
