The remaining spots are filled according to achievements (rating), with the most recent achievements and awards carrying the greatest weight.
It reads as if 16 are accepted based on merits (wins), and the other 16 based on rating. But in reality, as far as I understand, if there aren't enough winner-participants, players up to 16 are filled in by rating, and the rest are determined in qualification ;)

I just realized that there are 16 spots for qualification. Actually, it's not quite written correctly: It reads as if 16 are accepted based on merit (wins), and the remaining 16 based on ranking. But in reality, as I understand it, the remaining players to reach 16 (in case there aren't that many winners) are chosen based on ranking, and the rest are determined in the qualification round ;)
