I only just realized it's 16 spots for qualification. Actually, it's written somewhat incorrectly:
16 players automatically advance to the group stage. This right is granted to all champions of the current year, in any official individual tournament from HeroesWorld, regardless of the tournament format. The remaining spots are filled according to achievements (rating), with the most recent achievements and awards carrying the greatest weight.
It reads as if 16 are accepted based on merits (wins), and the other 16 based on rating. But in reality, as far as I understand, if there aren't enough winner-participants, players up to 16 are filled in by rating, and the rest are determined in qualification ;)
