The power of an artifact's properties depends on the hero's knowledge. To increase the hero's parameters, increase Education, as academics are always trying to sell it to you, and the bonuses for levels are awarded starting from level 1, so it doesn't matter at what level you take Education.

Experience in application. IMHO, it's a bit expensive to create your own artifacts at the beginning; you can spend resources on an artifact with 1, MAXIMUM 2 properties.
