The name seems a bit off.
If the idea was to create a website for this forum, maybe it should have been named accordingly? heroesworld.com, hw.com, etc.
Will there be an English version of the site?
Please explain to a dummy: what will be the purpose of a seasonal rating in various leagues when centralized reports already exist? Wouldn't it be simpler to just create a general rating table as well?
Relying on a specific site is ideologically not quite right.

For example, at the moment, the HV orgs are beneficially influenced by Pit, NumOne, Scorpiona, and maybe a couple of other people, so while they keep their finger on the pulse of events, the train won't go off the rails (or will do so slowly). But if for some reason they step away from business or reduce their activity or fall into some kind of heresy, and the policy of online-treshka starts being determined by second-echelon orgs (like R55Max), then a sad turn of events is inevitable.

In short, I love both games equally – Age of Empires 2 and Heroes 3 – and have been following the scene for about 5 years now. For those who don't know, Age of Empires, although not as iconic as Heroes, was quite popular in its time (released in 1999). Then, just like with Heroes, the developers abandoned it, and about two years ago, both games were in a similar, rather sad state. Here's a brief timeline:
Age of Empires:
Autumn 2012 – Fans collect signatures for a petition to the developers (Microsoft) to release the game in an HD version. Around the same time, the development of a fan-made mod, similar to "HotA" for Heroes, is announced: adding new factions, balancing, etc. The balance is adjusted with the direct involvement of top players, and advertising is done on all social networks, YouTube, streams, etc.
January 2013 – Microsoft announces work on an HD version and its release on Steam in April. The fan-made mod is released, and thanks to its strong promotion on social networks, it is downloaded by approximately 500,000 people in a couple of months.
April 2013 – The HD version is released on Steam. For a couple of weeks, Age of Empires is among the top-selling games, and on the day of its release, it is the best-selling game. The game was released with some bugs, which the developers fixed as they were found.
Summer 2013 – Microsoft announces the start of cooperation with the developers of the fan-made mod, and "HotA" for Age of Empires is released as an official game this autumn.
Heroes:
Early 2012 – It seems that WoT was still holding its ground, but even then, it became clear that it was a dead end, and they left. HD, on the other hand, was just beginning its journey to success.
Now – WoT seems to have completely faded away. In HD, nothing has been implemented that would really help to promote Heroes, attract new players, etc. Interface improvements are, of course, good, but the mod has much greater potential.
So, what I'm getting at is that Heroes 3 could also have "come back to life" more than a decade after its creation if the community had been less... [I can't find the right word]... and had focused on the right things. And here I am, reading your petty squabbles, and I find it both amusing and sad at the same time.
Fail. If the community isn't very active, like on Bay, it will gather enough money for hosting in a couple of days.
