So, I will once again indulge in dreams about the 6th Elder Scrolls. Where will the action take place?

Skyrim

Definitely not. Two parts in a row set in the same province? Wouldn't that be too much?
Cyrodiil

Probably not. Oblivion is still fresh in our memories.
High Rock

Anything is possible... If Daggerfall was only set in part of High Rock, then we might expect a game set in the "entire" province.
Morrowind

Perhaps the least likely candidate. After all, if TES III only revealed Vvardenfell, then maybe... it's unclear...
Hammerfell

What will the game tell us about this place? Maybe about the events of the Great War?
Elsweyr

There's even a rumor that the sixth part will take place there. There's even a video showing how someone imagines Elsweyr. It seems that there are already some ideas.

I participated in a discussion about a similar topic, but I really want Blackreach; I liked the lizard creatures. And in general, after the cold landscapes of Skyrim, Blackreach is just perfect.
I'm not inclined to believe the video yet; it's from some unknown user.

I'm still leaning towards Elsweyr, or maybe the entire Dominion. I haven't decided yet.

In general, Bethesda likes to hint at the plot of the next games in the series. To be honest, the hints were subtle, and it was easy to miss them. Of the obvious hints about add-ons/DLCs/sequels, I only remember what Tullius said. He spoke of the danger from the Aldmeri Dominion and the possibility of war with them. So, I would expect the events of the add-on to take place in the lands of the Altmer, Khajiit, and Bosmer.

You see, Sanctuary, the war with the Dominion won't depend on the power in Skyrim, I suppose, because the previous war was during a strong imperial rule, and since then, half of the population there is eager for revenge. This is complete nonsense. I'll break it down point by point:
1) Their goal was the civil war, and they don't really need to subdue Ulfric. They just need to show up and finish off the remaining ones. And ideally, start a new war with the Empire.
2) Making the Stormcloaks the canon is illogical. As I said, they act as a "villainous" organization, and that's rarely made canon. Besides, Skyrim under Ulfric's control practically poses no danger; it will only be a war-torn land where there are practically no normal armies left, and many fortresses have been destroyed by both sides and by dragons. An easy target, not a source of threat. But the Empire, which has maintained its unity, is much more dangerous, so the ending for the Empire is more like canon.
3) Hammerfell is not yet under the Dominion's control. And, if I remember correctly, it is hostile to it. Why would they go through another province just to wage war with one province? The war with Hammerfell was quite difficult for the Dominion; they are not idiots to step on the same rake again.
