I am very sorry that you think so. Confidence and evidence are different things. This is what the elected (not appointed) President of the Russian Federation said. Unfortunately, at some point, the AK stopped understanding this. There is nothing to say about combining the investigation and the court in one structure.

Please change your post. In its current form, it falls under the scope of law No. 89417-6, which may result in access to the site being suspended in the Russian Federation.

Actually, No. 89417-6 is a draft law. The actual law N 139-FZ is called "On the protection of children from information that harms their health and development." Only "Tribuna" falls under this formulation - that's where the hotbed is. :)

In general, real life (laws, the state, and government structures...) and our virtual forum are different things. And it's a pity that you don't understand this.
Of course, you can draw parallels.

Are you suggesting that we elect a President in HOMM3? Or maybe you should first practice in Heroes 2? And then, based on the experience gained, teach us why and how.
In any case, this issue is not within the competence of the AK. So we will not deal with it.

In real life, different countries have different requirements for a presidential candidate, including:
- age limit (= gaming qualifications in our forum),
- legal capacity (= adequacy),
- residency requirement (= registration date on the forum?),
- not being in prison (= not being on the Blacklist?),
and so on....
We can also recall that in Denmark, for example, until the reign of the current queen, women did not have the right to inherit the throne. That is, theoretically, a gender requirement is also possible for the President; I don't know if it exists in the laws of any modern country.

In various jurisdictions, the powers of judges and the requirements for them differ. Judges usually have special training, in addition to a higher legal education. In some countries, a jury trial is required for a number of criminal cases, but civil cases are considered only by judges. Sometimes judges have the powers of investigators; in any case, they are not obliged to be limited only to the evidence presented during the hearing.

Usually, judges are appointed by the executive or legislative authorities; in a number of US states, Swiss cantons, and some other countries, judges are elected by the population.
There are guarantees of the inviolability and non-removability of judges. In many countries, judges are appointed for life (usually, until a certain age limit) in order to eliminate political or psychological pressure on them from the executive branch or voters.

Even in reality, people in different countries come up with different laws, so in our small "state" (population - several hundred), which is based on one single virtual aspect - the game HOMM3, we have the right to introduce some of our own specific rules that would regulate the relationship between players and try to find a structure that would monitor compliance with these rules. And it is not at all necessary to tie these rules to the laws of a particular real country, draw parallels, and oblige the forum to act according to a certain pattern.

Therefore, everything is open for discussion. If someone on our forum needs a President, let them think about why he is needed and how to elect/appoint him.

That's correct. Different countries have different mentalities, different national and historical traditions, and different concepts. Therefore, the laws in different countries should differ (and not be as imposed by these European laws). Even within one country, different states have different laws. Try to force a Jew to commit seppuku according to Japanese laws. After all, they have different concepts – for a Jew, the most important thing is life, while for a Japanese, it is honor.

Don't attribute things to me that I didn't say. First, they created a ridiculous poll under my nickname, and now they have this absurd idea about electing a President.
A direct question.
Two players are playing, and a third player joins in. One of the players goes into the in-game chat. Someone writes a hint to him from there.
Question: Is this fact considered by the Arbitration Committee?

Two players are playing, with a third player acting as a helper. One of the players logs into an ICQ/chat. They receive a hint from there.
Question: Is this considered cheating?

No, because it's paranoia (IMHO). I see the chain of questions you're trying to build. To preemptively answer, the player giving hints doesn't "feel" the game the same way the player actually playing does, and very often the hints just distract. The question is different if another person is playing for the player.

Let's reason hypothetically for now. I'm watching a video on Twitch. And I see someone writing something in the in-game chat. Theoretically, you can see at what minute this happened. Thus, this video is evidence.

I'll say it again, this is paranoia. Everyone gets tips, and if out of 100 tips even one is useful, then thank goodness. For example, I myself got tips when I played Jebus Cross as Inferno — "upgrade demons" (SoD) — isn't that nonsense? But if someone is playing on behalf of another person, then yes, that is a violation.

P.S. In general, streams are very distracting, and the tips given to the streamer are mostly minor nuances that the player would have noticed and anticipated if playing without a stream.

There’s an obvious inconsistency between the chat hint and playing as one player against another.

I was actually thinking about the topic of hints in general. How realistic is it to track each player and the value of each hint? For example, a simple hint like "Remove the handcuffs" could completely change the outcome. On the other hand, players who stream or broadcast often receive hints in the chat. So, should we stop reading the chat now?

I, by the way, have thought about the topic of hints in general. How realistic is it to track each player and the value of each hint. For example, something as simple as: "Take off the handcuffs" can reverse the outcome.

On the other hand. Players who stream or broadcast very often receive hints in the chat. So now they shouldn't read the chat?

I've been monitoring the situation for about nine years. The answer is - no way. Lord Maniac fought against this, Chaos fought against this, Alan Prost fought against this. If someone wants to give a hint - they will give a hint. In my tournaments, a person clearly said one phrase, then made wide eyes, as if they hadn't given a hint. One phrase decided the outcome of the game, but it was impossible to prove anything.

Finally, you've come to a solution to the problem, although you've been going around in circles and not seeing it. I quote Kilgora:
a player giving hints doesn't "feel" the game the same way a player does, and very often hints simply distract; it's a different matter if another player is playing for the first player.
.
The easiest way to solve the problem is in tournaments. Since neither the existence of rules nor the presence of police protects us completely from cheating, we simply need to introduce a few restrictions.
1. Discussion and changes to the regulations. Before the tournament is announced. After all the debates, the organizers must agree on all the regulations with the Top 10 players, the tournament judges, and the administration. After that, all changes are prohibited, except for typos, of course.
2. Game time. For example, the minimum time that should be allocated for a turn to allow for the highest quality gameplay is 8 minutes, so the regulations should specify 6 minutes. This is a tournament. A registered player must demonstrate the game, making not all the moves, but only the most important ones for their turn. I think they won't have time to react to messages in the chat. And all the information always comes later than needed. A break can be taken during the opponent's turn to answer questions about their game. There should be a mandatory reaction to hints: either a warning or an outright ban from the chat, depending on the severity. By the way, it's possible to remove artifacts from the regulations, as hints about them can be critical. For example, the presence of a Shield of Lion's Courage on day 2 or 3 is unclear to some players, and there aren't just two options here, but 2 to the power of (the number of players and the number of hints).
...
P.S. For the season, the structure of the seasonal ranking needs to be changed. In addition to creating leagues, something similar to http://www.hattrick.org/Help/Rules/SeriesSystem.aspx should be implemented.
By the way, I'm also there: http://www91.hattrick.org/Club/Manager/?teamId=1958360
I have some ideas, and I'd like to discuss them with some of the leading moderators of the forum, whose skill level is on par with the Top players.
In particular, I sent a request via Skype to Dirty_Player and Pit for LM.
My Skype is leosnow.valery.
I don't want to talk about my ideas yet, in case someone else comes up with a constructive, great idea.
In my opinion, leagues are needed: the highest league, League Division 1, League Division 2, etc.
Different levels of play, different degrees of trust, etc. The need to play a certain number of games in a season against players of a similar level, and the possibility, for example, to play against a high-level player in a tournament. For example, if there are 10 participants in a league, that's 9 games among themselves. For one month, I think this is realistic. And in the summer, a break. All existing rankings should be kept, a seasonal table should be added, and a formula or formulas for coefficients for transitions from one division to another. And all of this should be linked together. Lower-division leagues can be incomplete, for beginners.

There were leagues in the VKontakte group, and the rules for the lower leagues were simplified there. The only question is whether people will learn to play if they are always in the same sandbox with others of the same skill level.

tournaments, cups, etc. Please, you will inevitably face a strong opponent there, but if you were eliminated earlier, it just means it was too early. I want to sign up even just for one game in a tournament; the feeling is completely different in a tournament. Look at the link I gave you, and you'll understand.

No, there are no adjustments to the rules; they are the same for everyone. Yes, and leagues will solve another problem; you won't have to look for an opponent; there will always be mandatory matches. You can always play one game a month.

All of this would make sense with a developed community, i.e., there need to be at least 1000+ regular players to divide them into divisions. Right now, we have 100, and even that is a stretch, and if we remove the part that doesn't last longer than 2 years, there will probably be 50-60 players in the CIS. It's basically a small circle, so why divide this into some kind of divisions? :)
What would be useful to do is create a single world ranking, taking into account real strength, and focus on Tournaments rather than the season. But for this, integration with Europe and China is needed, at a minimum. Since this is not the case yet, there is no point in inventing these abstract perks.
