And there will be many variations of such situations on Balance. That's why the add-on rules for Balance need to be seriously revised, or this template needs to be replaced.
But in reality, it's true that guards never fail to spawn – or rather, it happens in exceptional cases, which are essentially serious generation bugs (for example, when an entire zone is "flooded") and should be restarted on the day they are discovered. Accordingly, in all other cases, even if there is a bugged passage, there is still a guard somewhere, which means, in my opinion, you shouldn't use the bugged passage until the guard is cleared from one zone to another.
For Jebus, I would add such a rule: mandatory restart, because it seriously changes the entire landscape. Several times it happened that there is a road from the city to the desert, but it leads to a bugged passage, and the real guard is located at one of the villages, to which there is no road, but from which there is a road to the treasure with the corresponding guard of 45000. I started practicing a conditional agreement with opponents that if such serious bugs are discovered within the first week, then it is an objective reason for a restart.
