Orcs won't get the spell. You can lower the level to 1, or better yet, set this spell as learned for each hero in the editor.

How do you do it in the editor? You just choose a random spell when creating the game, and choose a hero, and I need it so that this spell is already available to everyone.

You create a map, place all the heroes, go to Shared, and add a spell to each hero there. Save the map and upload it to Maps. This map will be a mod for other maps. Now, in each map, the starting heroes (to whom you added the spell) will have a portal to the city.
