I will judge only based on the fan-made campaigns I have read. I try to objectively evaluate them based on GMing factors such as the originality of the setting, balance, difficulty of the clues, quality of the newspaper descriptions, the presence of GM errors, and the subjective factor of "Togz's approval." I'll give the LI to Morning. Of course, I really like Hostor's, Arandor's, Spir's, and everyone else's games, but in my opinion, Locken is the best.
Choosing the best GM was more difficult. But after much deliberation, I decided that Vegtam is the best GM because his games have always been excellent.
