I suggest adding a clause to the restart rules, making the blue player responsible for failing to promptly inform the opponent about the appearance of a starting hero above level 1 if the red player takes a subjective restart on turn 111.
Example: The blue player sees that they have a level 5 hero in the tavern but doesn't immediately report it, hoping the red player will take their turn 111 restart. =)
