The criterion of "a certain number of games" is needed to limit completely new players who are not yet familiar with the community, who is here, where to go, and what to choose. I think limiting it to a date no earlier than 3 months ago is a good idea. And participation in at least 1 tournament in the last year.

That's right! The criterion based on your number of games is incorrect. You should at least do this, since you can't do without it: either 10-15-20 reports on HeroesWorld, or six months to a year of registration, or a certain number of posts in topics about HoMM3. In other words, just one of these should be enough...

The only thing I am strongly against is 100 (or any number) posts on the forum. People who don't need the AK at all might have that, but they will still come to vote, though :)

Let's give Ketch a chance to vote as well. Even though he's a bit of a chatterbox (in a good way, no offense), he's an experienced organizer and knows the situation inside and out. I think he deserves a vote. We can specifically mention people like Ketch and Tanya: "...and the organizers of Heroes of Might and Magic III tournaments."

and copy-paste this 15 times? And ask a neighbor to confirm all of this? It's the same as counting games – complete nonsense. In my opinion, participating in a tournament is much more objective. There, you play more than one game, and you can immediately assess the attitude towards heroes and forums, and the level of seriousness. IMHO.
As for registration, I don't know. I think 3 months might not be enough – maybe it's better to make it half a year? We need people like Deriel Lynch, Killer Vampire, and XL to be able to vote. They may not be newbies, but they might not pass the registration requirements.

In reality, the issue of who has the right to vote has already been raised, and I'll share a bit of experience, if you're interested.
At the Portal, the Knights of the Round Table Council used to function. It was elected by a vote of all residents. But naturally, the question of who has the right to vote soon arose. There was a long discussion, various criteria were debated. Eventually, a decision was reached: if one of two criteria is met — owning a fief (i.e., winning or placing in a tournament), or participating in at least 5 tournaments (here, an analog of N online games played). This was done, naturally, to prevent the creation of duplicate accounts and to keep them from deciding the outcome of elections. However, there were also people on the Portal who hardly played there but were still part of it, and their opinion was very important, but after these criteria were approved, they lost the right to vote.
Now, how will the election procedure take place? Through a poll attached to the thread? Through posts in the thread? Or by sending letters via email? And how will the organizers of the vote check, say, the number of games played? Well, it's fine if it's only on HeroesWorld, but what if, as mentioned here, it's on all other resources?
I think there is one main criterion. If a person is interested in the very subject of the vote, their vote should be counted. And criteria based on number of games or registration should only weed out newcomers who haven't really gotten immersed in the life of HeroesWorld, or the same old clones.

In general, my final opinion:

Users of HeroesWorld who played in at least one online tournament in Heroes III on any resource in 2009-10 and registered on HeroesWorld no later than last year can participate in the elections; as well as all HeroesWorld users who are organizers of tournaments in Heroes III on any resource.

The AC resolves disputes between online players of Hv (an online player is defined as someone with confirmed reports, whether from tournaments or seasonal games).

Those who use the forum only for communication and do not participate in the seasonal games or online tournaments are not subject to the AC, and the AC election process does not concern them.
