Save all settings when playing through a file, and load the file before starting the server. There seems to be an option there - to remember all settings and not ask again, or something like that.
If you downloaded the Heroes game instead of installing it yourself, I advise you to install it yourself, following the instructions (in the signature).
Disable firewalls, firewalls, any program that may be blocking computer ports; they may be in DSL modems, routers, and other network devices. Disable the antivirus, as it may also interfere.

It's possible that the problem is that the file name and the map name are different. The game shows the map names in the list when you start the game. Try opening the downloaded maps in the editor - what happens? If they open, select Tools - Map Specifications - Map Name in the menu. For example, the file Valleys of War.h3m is a map with the name "Valleys of War".
And did you, by chance, put zip archives in the MAPS folder? Then, of course, the game won't see them. You need to unpack the archives first (using an archiver or Total Commander).

I can't patch Heroes of Might and Magic: The Shadow of Death to version 3.2. I tried both updating from 3.0 to 3.2 and from 3.1 to 3.2, but neither worked!

For such cases, there is another way: copy the already patched Heroes3.exe to the folder with the game files: /attachments/7503/.
This patch will fix bugs in the game and allow you to play with platinum players, but this installation method has a significant drawback: you cannot choose the "Conflux" town, and there is no map generator. To have all of this, you need to install the map generator:

Let me explain what I mean: 1) A ping of ~100 and 0% packet loss – is that a sign of a stable game? 2) A ping of ~1000 and packet loss up to 25% – is that a sign of… an unstable game? 3) Packet loss of 25-50% – has anyone experienced playing with that? I'm looking for some guidelines in these still somewhat unfamiliar waters for me. Why am I asking? I've tried connecting with forum users three times, and something always goes wrong. Sometimes someone appears in Hamachi, sometimes someone disconnects. It seems like a couple of times we managed to both get into the game at the same time, but most of the time, the second player joins, but can't click or change anything. The most noticeable symptom last time was a ping of 700ms with packet loss up to 80%! The ping for dial-up is good, but obviously, with that much packet loss, the connection is practically impossible. In the past, the packet loss was also around 20-40%, and at the same time, my connection is usually good, I have a "white" IP, and the other players had broadband access and, according to them, no connection problems.
