I've made up my mind :)
It's not entirely clear what the stool and rope have to do with it... But I think the old woman killed Arega (who else could have been spilling seeds?), and I think this old woman is Magnus; the phrase about the path clearly points to him.
The second murder – it's obviously the Mafia, but there are some issues with the evidence... I'm not quite sure if it's Lizard, Hermit, or Tieru... I don't want to risk using a townsfolk. And Magnus is the old woman; hang him, you won't be wrong :)

And another thought came to mind:
could Wesker have been the driver?
According to the description, no one has ever seen this person, and the glasses seem to hint at it... We need to think more about what this gives us.

It's something out of a fantasy novel, but here's what I think:
Mafia: Cash, WhiteLizard, Hermit
At the beginning, Hermit suggests a clear vote against Liza to divert suspicion from the others. The probability that the town will go for it is low (and even if they do, losing one of their own isn't a big deal, since there are 4 mafia members). If the town doesn't go for it, that's even better for the mafia. Then, the town kills one of the mafia members, which is a plus for the town and a minus for the mafia, so the plans change...
Then, seemingly by chance, Lizard finds evidence against Magnus (by the way, it's quite plausible; most likely, Magnus is the town member, and the mafia decided to take revenge on him for killing one of them, i.e., Arandor), and they all vote against him.
The town executes the town member, the mafia remains unharmed, and then... I don't know what happens next, because I can't see the future...

It was a cloudy morning, almost all the passengers in the trolleybus were sleeping peacefully… The trolleybus drove quietly toward the next stop… Rumors had begun to drift through the city about the insecurity of this transport, and therefore only a couple of people remained loyal to it…
Sitting almost at the very end of the trolleybus was a beaten Decontaminator. Today, some guy mistook him for a maniac and beat him up. Of course, the failed killer was immediately taken away by the trolleybus security, but Decontaminator got what was coming to him, even though the victim was clean as a whistle, despite occasionally committing bad deeds.
Also beaten, but this time to death, was WhiteLizard. During the day, he had been calmly chatting with some promiscuous girl, and by night he was suddenly killed… When the investigators rummaged through his pockets, they found a crumpled scrap of red clothing and a torn ticket.
Also, for some reason, Kash's ID was stolen today… He didn't even need it, but still, a loss is a loss. Thefts have become far too frequent in this long-suffering trolleybus…
There was one more accident today. Ple-sen died at another stop. Everyone wanted to get off, but it wasn't that simple. A terrible crush began, and there were casualties – it was lucky that only one person died…
Everything was peaceful outside as well… Silence, birds singing, people walking unhurriedly… But when the trolleybus stopped at the station, people found another corpse here. It was Hermit, who lay right by the trolleybus wheel. There were traces of knife wounds on him, and after a detailed examination, a wound on the head from a heavy blow was also found. Lying beside him was a hryvnia, serial number OV1941754, and a broken arrow.
And the last thing that could be learned here was that a unique blueprint for a new building, with a victim's questionnaire attached to it, had been stolen from Kyle. Kyle was very upset by this loss, as he had worked on the blueprint for about a couple of months… He suspects that it was stolen by his firm's competitors, who undoubtedly also rode this trolleybus…
