Given that after all the restarts, there is a possibility of an absolutely unplayable starting position, is it possible to generate pre-balanced maps created by the tournament organizers? This would eliminate scenarios where a weaker player wins against a stronger player purely due to the map layout.
Here's an example of what could happen:
1) One player has 1 road to the main town and a 3-4 day detour through rough terrain to reach the road leading to the opponent.
2) The other player has 3 secondary towns.
I had this happen to me yesterday. With this setup, even with a slight skill advantage, it's virtually impossible for the first player to win.
Pre-balanced maps could be uploaded directly to the website before each match, naturally requiring the presence of both players and an organizer. In principle, there is a possibility of unfair play, in the sense that someone could view the map before the game and immediately determine a strategy. But let it be. Since the maps will be balanced, there is nothing terrible about this. In this case, the strongest player will truly be determined, and knowing the map, they will win. After all, this is exactly what beginners need to learn – how to determine the optimal strategy (this is what you learn by playing offline, trying out many different options). At the same time, victories of a random nature will be eliminated.
Of course, if the following point is taken into account, the rules will not be changed for this tournament, but it could be applied to subsequent ones.

1) In the past, 28 people participated in the novice tournament, i.e., there were (6+5+4+3+2+1)*4+4+2+2=92 games
2) Considering that some players are not yet able to identify playable matchups, and others will take the opportunity to create an overpowered setup for themselves, there may be 8+7+6+5+4+3+2+1=36 possible castle matchups.
3) Generating several maps of one type (taking into account possible restarts, frequently used heroes ending up in jail, flawed generation, etc.) will take at least 1 hour.
4) In total, we have 92*36*1 = 3312 hours of the organizer's personal time.
Let's assume I can spend 5 hours a day on this noble cause...
3312/5= 662.4 days, i.e., 2 years

In general: you have 2 legal restarts to understand that the map is bad. Use them wisely. Of course, if you are looking for an easy win, you risk getting a bad outcome. Plus, there is also restart 116, which can be achieved in almost 50% of cases.
Correct behavior during the map selection and restarts is also part of the skill
