Each case is different and usually requires an individual approach.
Therefore, you only need to report the unconfirmed report, and then the reasons will be investigated.
So, what happened? Did you find out the reasons for the most significant unconfirmed report this winter (I mean the game between Valentin Wlc777 and Viktor Vigo)? :) And I'm not even mentioning the other 20+ unconfirmed reports...

I propose introducing a panel of judges, to whom the last save of the game day is sent along with the "non-confirming" player — they will decide what the situation is at that game moment and personally inform the Tournament Host that yes, the game took place, they saw the save, the "person who filed the report" is the winner in this situation. (Or something similar)
The judges should be competent players (who know what they're talking about) and who have both in-game and moral authority among beginner, developing players, and just residents of HeroesWorld.
