In 3.0, the Grand Necromancy spell is overpowered. This is a well-known and understood fact.
There are, of course, several ways to counter this. Early rushing, for example. Or simply more skillful and faster development. But overall, vampires dominate. Let's not forget that with 3.0, two or three vampires can clear almost the entire living area on levels 2-3.
