The bank next to the town hall has no stairs, but I somehow managed. If you press hard on the lower sections of the bank wall, you can find a good scroll of flight. By the way, about flying, I still haven't figured out how to go down. To go up, I press "Page Up," but to go down...?...mm...("Page Down" doesn't help!):confused:

Here is a complete guide on how to get there.
Go to the bank in the New Sorpigal region and deposit all your remaining money into the account. Click on the south side of the bank to find a scroll with the flight spell. Now, go to the north side of the Buccaneer’s Den guild, take off, and land on the building's ledge. Switch to turn-based mode and click on the wall in front of you. If everything was done correctly, the squad will be teleported to the Dragonsands region, near an unusually looking building. Once you get your bearings and admire the crowd of dragons, switch to real-time mode and quickly fly inside the building. If the winged creatures manage to incinerate half of the squad, load the saved game and try again. If successful, the Shrine of the Gods will appear before the heroes. Touch it with each member of the group so that everyone receives 20 permanent points to all attributes, and not just the main seven. It is best to touch the shrine in turn-based mode. Now, turn your attention to the northwest wall, click on it, and you will be transported to a secret dungeon. Here, the real fun begins: several dozen peasants aimlessly walking around, plus two goblins. The NWC office is in terrible disarray – piles of unclaimed gold and various items are scattered everywhere. Go up the stairs and enter the library. Save the game and search the bookshelf; it contains four items. Of course, the mage will be happy to learn Inferno from the newly acquired spellbook.
