If development means capturing as much territory as possible, etc., then Dungeon with Shahti and a slightly slower, but no less "powerful" option – Necropolis with Galtaran – can be highlighted.
If development means a long-distance race with a couple of heroes, then Rampart with Kirre is interesting.
And if development means reaching level 7 in a castle in the first week, then Swamp and Barbarians are the best choices.
And of course, Conflux. These are starting units with a speed of 7, and then it depends on the rules of the game. By the third day, there MUST be at least 6 birds.

Anyway, by the end of the second week, you should have a level 7 Castle and a level 7 Barbarian town...
Plus, there's the question of rests. If it's a game without rules, one subjective rest per series of 3-5 games is one thing. And with heroes, if you can't choose them, it might play out differently...
Overall, based on the number of buildings and resources, it seems like it's easier for Barbarians to get to level 7, especially if you also take goblins in the outposts and use them to raid the Dwarves...

I've never built Warriors in the first week of the game.
Also, when playing as Tower on a random map, I always build a watchtower in the first few days – it becomes useless later, but it allows you to immediately see mines. Without this tower, you can spend the entire first week searching for a lumber mill and ore on an L or XL map.:smile13:

And in the Dungeon, Stronghold, and Castle, I upgrade creatures of the second level, and then you can even start finding artifacts.
Goblin Barracks - Wolf Den - Rocky Lair - Monster Cave.
With a barracks and den built early, you can simply build the rocky lair, and on the second day, you'll have Monsters (if the resources allow for the chosen difficulty level). Although, it's not that difficult to gather resources for all of these.
Not building creatures on the first week and focusing on economy instead is a sign of utter noobishness.
