Haven has an entire army; you can cast a lot of weakening magic on him to reduce his defense:D, and by that time, you'll have a lot of them. But if you use other factions:
The Elves' archers will tear him to shreds!

If that's the case, then I think that around level 20, a hero can defeat a single creature of level 7. I think this will work on a Phoenix as well. (it should, in principle).
