I don't know. I can fight effectively against all races and heroes with the Dwarves. Except against Necropolis. Especially against the hero Deidre with her improved curse.

I, on the other hand, think the opposite. Necromancers will have a very tough time against Dwarves. I've already said that if the enemy of a Necromancer has a Dwarven set, it's GG. So, it's easier for Dwarves in this regard. They can use the Rune of Immunity, but it's not a given that it will drop for Darkness. The only problem for Dwarves might be the number of Necromancers themselves. As we know, the troops of the undead aren't that great (I even wrote down and compared the stats of all the units), but there are many of them. And if you unleash the entire arsenal of curses on the enemy, it will be very effective. In this case, we have factions that specialize in defense-magic and defense-knowledge. Even if the Dwarf hasn't assembled his armor, we have 2 creatures that are immune to Berserk and Hypnotize.
Regarding the Dwarves, I'll say that it's especially good to play as the Academy against them... Chaos is awesome. Necropolis also has a hard time, just like the Dwarves, but there's also Darkness (slow down mass, cast Ray, etc. + of course, Berserk's Blind and Mind Control). If needed, summon with mines or Phantom Blades and other useful spells!
I played as Dwarves against Necropolis. It’s really quite difficult. But if they attack a Castle where a Tower has been built, the chances increase noticeably. As for the Elves, I don’t see anything particularly difficult about them. I always crush them with Dwarves.

By the way, in 3.0, Dwarves now have trouble against Sylvan due to the new upgrade for the Druid, plus Chaos magic and the "Enemy" spell – it's brutal!

If you're playing as the Dwarves against the AI, which is playing as the Elves, and you're winning... then it's pointless to draw premature conclusions, because the AI is indeed a weak opponent. It's meaningless to conclude who is stronger, the Dwarves or the Elves, until you play against a human player of roughly the same skill level as you!
